UTLA Standing By As New Teachers Hired Before Displaced and RIF Teachers

June 4, 2011

I received this email from a teacher whose daughter graduated from a credential program last year and is not an LAUSD employee:

To: undisclosed-recipients:;
Subject: LAUSD-Placement Fair for Restructured Schools-Monday, June 6

             Dear Prospective Teacher,

As an eligible candidate for employment with Los Angeles Unified School District, you are invited to attend the Placement Fair for Restructured Schools on Monday, June 6, 2011.  The fair will be held at the LAUSD Headquarters at 333 S.             Burbank Middle School

            Clinton Middle School

            Huntington Park High School

           Jordan High School

           Mann Middle School

           Manual Arts High School

           Muir Middle School

           Westchester High School

We look forward to seeing you at the fair.

Sincerely,

Certificated Employment Operations

A motion was brought up in an area meeting about this but apparently Duffy is refusing to do anything about it.  The district is not rehiring great teachers at their “transformed” schools and in fact did not rehire the teacher of the year at Muir Middle School when their job reinterviews took place.

So much for New TLA’s thinking that being a good teacher will protect you and that seniority should be abolished in layoff decisions- obviously seniority is the last protection for the experienced veteran teachers.

Apparently Huntington Park High School teachers did not get the softball interview questions of Fremont teachers but in fact several teachers said after the interview process that they felt that they had been “waterboarded” and several were observed crying directly after the interviews.  Most reinterviewed even though they were told only 39 teachers would be rehired.

If a teacher of the year isn’t rehired  at Muir Middle School and UTLA is actively aiding the district in allowing RIF’d secondary teachers to be permanently laid off in favor of brand new teachers at reconstituted schools,  the only recourse left is for teachers to file a class action lawsuit against LAUSD and UTLA.

Has seniority actually been abolished? Won’t the RIF’d
teachers be placed in an available pool with pay until
    they are assigned somewhere else?

Yes they will be placed but the point is the reconstituted schools were reconstituted supposedly because the teachers sucked so now they bring in even more inexperienced teachers? What they are doing is ensuring they have control over the curriculum and that the teachers who staff these schools have no rights.

Why should a perfectly competent teacher be forced to be a pool sub and ruin their career while brand new, cheaper teachers are hired for the highest needs schools?

They are doing what all ratified in the contract! The displaced teacher who has more seniority than the RIF’d teacher must reinterview while the RIFed teacher just goes back to their old job!

Except that the displacements are highly suspect and are often done for political reasons- they skirt the contract then force often competent teachers to “reinterview” forcing them to explain why they were displaced and often they have no answer because there IS no real answer.
